A Sustainable Energy & Climate Action Plan (SECAP) for the Municipality of Ioannina was developed within the framework of the Covenant of Mayors Initiative. EPTA S.A. together with Roikos S.A. provided technical assistance to the Municipality to compile the SECAP and to pinpoint the appropriate measures to reduce CO₂ emissions by 40% until the year 2030.

The SECAP proposed measures and activities address various sectors, such as the following:

1. Municipal buildings
2. Buildings of the residential and tertiary sectors
3. Road lighting
4. Renewable Energy Resources
5. Municipal vehicles
6. Private vehicles and urban mobility
7. Primary and industrial sector
